NTEU Ready for TSA Union Election;
Renews Call for the Grant of Collective Bargaining Rights
NTEU today renewed its call for the administration to grant collective bargaining rights to TSA employees but said it is ready for a TSA union election should the Federal Labor Relations Authority (FLRA) grant an election petition filed by another union.
“While NTEU is ready to compete for and win a union election in TSA, we question the timing of pursuing exclusive representative status without the existence of collective bargaining rights,” said NTEU President Colleen M. Kelley. It is unclear what exclusive representative would mean under this structure. NTEU firmly believes that securing collective bargaining rights is the best way to provide a meaningful voice for employees in the workplace and this remains a top priority for the union.
If the petition filed today by the American Federation of Government Employees results in a representation election NTEU is more than ready to participate. NTEU has always maintained that employees deserve a choice about who their exclusive representative is and NTEU is prepared to make the case that it is the better choice.

NTEU’s organizing efforts and its message of strong and effective on-the-ground representation have been resonating with TSA employees across the country. Along with the thousands of NTEU dues-paying members at more than 40 airports across the country are thousands more who have submitted membership forms or signed a card indicating their interest in NTEU.
“I am confident that NTEU has proven itself as the union of choice for airport security employees,” said President Kelley adding that NTEU will not abandon its efforts to secure collective bargaining rights. NTEU continues to press for the grant of collective bargaining rights through administrative action or the approval of pending legislation that would codify the right of TSA employees to bargain collectively.
Along with the grant of collective bargaining rights, NTEU is moving on multiple fronts on the other elements of its five-point program for TSA employees, including:
• Elimination of PASS;
• Pursuit of a fair scheduling system;
• Improvements in the training and certification program; and
• The extension to TSA employees of full whistleblower rights.
